The Active Denial System (ADS) is the public face of technology that have never seen the light of day, but have been in existence for decades.  The ADS sends a tight beam of 95-Ghz millimeter waves.  Within seconds, the beam will heat skin tissue to a level in which intolerable pain is experienced and the body’s natural defense mechanisms take over.  This intense heating sensation stops only if the individual moves out of the beam’s path or if the beam is turned off.  The sensation has been described by test subjects as feeling like touching a hot frying pan.  Burn injury is prevented by limiting the beam’s intensity and duration.  Second and third degree burns are possible at shorter ranges, higher power settings, or longer exposure.  Besides using the most benign terms for these new weapons, the public examples of the new technology are restricted to systems like the ADS that will cause less resistance among the general public.  This is wise because if the public knew of electromagnetic weapons that could stop a human heart or induce cancer they would probably object strenuously.  The ADS works on the exact same principle as those weapons being used today to secretly target activists and whistleblowers. 



 Millimeter wave radar systems are able to “see through” wall materials, providing the ability to view activities from one or two rooms away, or from the outside of a building into its interior.  These military radars used for house to house fighting are now for sale and the entire world has been turned into a fish bowl.  When the radars are given to police and fire units they are often abused, that is, used to spy on people in their homes for voyeuristic motives, or worse.  Any normal building material is transparent to these devices but water in the human body lights up with great definition, enough so as to identify you in a crowded room from outside the building.  These radars do have biological effects, and if subjected to them on a regular basis, health complications will arise.

Non-lethal tetanizing weapon:  United States Patent 5675103A non-lethal weapon for temporarily immobilizing a target subject by means of muscular tetanization in which the tetanization is produced by conducting a precisely-modulated electrical current through the target. Because the electrical current is a close replication of the physiological neuroelectric impulses which control striated muscle tissue, it tetanizes the subject’s skeletal muscles without causing any perceptible sensation. The transmission of this current to the distant target is via two channels of electrically conductive air. The conductive channels are created by multi-photon and collisional ionization within the paths of two beams of coherent (laser) or columnated incoherent ultraviolet radiation directed to the target. A single beam may be used to tetanize a grounded target. The high-voltage tetanizing current flows from electrodes at the origin of the beams along the channels of free electrons within them.

An Active Denial System that fires 95 GHz-millimeter-wave directed energy is being developed for multiple uses by a multi-organizational team. ADS systems are a new class of nonlethal weaponry using 95 GHz-millimeter-wave directed energy. This technology is capable of rapidly heating a person’s skin to achieve a pain threshold that has been demonstrated by AFRL human subject testing to be very effective at repelling people, without burning the skin or causing other secondary effects. The US Department of Energy Office of Security and Safety Performance Assurance (SSA) is exploring the potential to use directed energy weapons technology sponsored by the Department of Defense (DoD), named Active Denial Technology (ADT), to help protect DOE nuclear assets.  SSA is sponsoring Sandia National Laboratories, a National Nuclear Security Administration lab, to investigate how the technology can be used on adversaries by developing a new small-sized Active Denial System (ADS) to meet the unique and rapidly evolving security needs of DOE.  To help solve the many technical issues associated with this challenge, Sandia has partnered with Raytheon and the Air Force Research Laboratory (AFRL), because both organizations have significant experience with earlier ADS system developments.

By William Saletan, Display from an unmanned aerial vehicle:…Looking into a breakthrough cryptically reported in Iraq and Afghanistan: the ability of U.S. unmanned aerial vehicles to identify and track human targets “even when they are inside buildings.” Several recently reported technologies might account for it, but Slate reader fozzy suggests looking for the answer in a military research field called STTW, usually translated as “sense-through-the-wall.” Has this ability been extended to a distance that allows it to be used by aerial drones?  Fozzy cites a March 2008 Army technical report on the latest progress in STTW radar methods.  April 2008 report from the same research team. Both reports focus on “detecting and identifying humans enclosed in building structures.” “Through-the-wall sensing is currently a topic of great interest to defense agencies both in the U.S. and abroad,” says the April report. “The U.S. Army Research Laboratory (ARL) has been active in all these fields of investigation, approaching these issues both through hardware design and radar measurements and through computer simulation of various STTW scenarios.”  STTW has been around for a while. A 2006 report from the National Defense University mentions a DARPA system that can “detect the presence of personnel within rooms (stated to be successful through 12 inches of concrete),” as well as a commercially developed system with a “30-foot standoff capability.” The next step, to protect U.S. personnel, is to put the technology on “unattended” mobile devices. Since the initial context is urban warfare, the pioneering client is the Army, and the introductory platform is unmanned ground vehicles. But the goal is to increase “standoff distance” and spread the technology to other platforms.
